Quiet forum

I'm a member of a specialist club for a particular historic rifle. The forum has always been for paid up members only. The rest of the site being open to anyone. It worked very well & there was always a healthy activity thereon. However, to streamline the whole thing & to make specialised sections for general chat, different models, shooting dates, etc; etc; a new web site was created with all of these improvements. The old site being scheduled for closing down within a short time. The result was, that almost nobody used the new site. The old ones demise had to be postponed, & currently the old one is still getting more use, in spite of all the advantages of the new one! There's nowt as queer as folk!
A couple of thoughts on the issue of an open forum. Is it possible to have a "letters page" wherein outsiders could perhaps write in & be replied to? Perhaps an "outsiders" section of the forum that anyone can access, without being privy to the remainder, might also be an option. Either way would enable outsiders, to "test the water" as it were.
