Ahh finaly got a response from the MSA.
They have informed me that they have set up an Electric Vehicles Working Group as part of the Technical Advisory Panel.
"all electric vehicles wishing to compete should be reviewed by this group on an individual basis. The remit of the group is to offer guidance on the safety aspects of such vehicles".

The Blue Book says (J5.1, page 152) that electric cars should contact the MSA directly for "additional requirements" which is what you've had confirmed as something they've clearly yet to define!
As far as Modprod goes, it's all a bit hazy when it comes to kit cars. So many engine options are available (or have been) for so many cars that pretty much anything goes.
