This man has raised $200 million, $130M of that from the owner of Israel's largest oil refinery.
He is using the money to build an EV infrastructure and has Renault commited to producing EVs to go with it, talking about 100k cars by 2011.
He definitely has a vision for electric cars, worth a look and maybe a write up in Plugged In.

Including his presentation on it too. It may interest you that Gordon Brown has allegedly bought into this now too and has pledged £90million to getting Britain to follow suit though I'm sceptical on that
