I am looking for a supplier of low tech charge points based in the UK or China who can supply public charge points for under 500 pounds. Most charge points on the market provide complex network management and integrated billing features which we don't need.
Any recommendations?

It depends on what you want, but there are a lot of companies that manufacture 'street furniture', and many of these do electric hookup bollards.
They are typically used for council workers who need a power supply at the side of the road, but they could work equally well for people requiring charging posts.
Typical costs are between £200-400, plus installation.
